Pioneers of the Indiana State Police


There are three different types, they are as follows:

Active Member - Retired employee with 20 or more years of service.

Associate Member - Current employee with 20 or more years of service.

Honorary Member - Surviving spouse of an Active or Associate Member.

Active Members are the only members that pay dues. The dues are $12.00 a year payable by check or payroll deduction. If you would like a payroll deduction form, please call Kelley at the office.




Rocky Ridge Golf Club 


WHEN – Friday, September 5, 2014 

TIME – Tee times will begin at 10:00 am – scramble format

WHO – This outing is not restricted to active and retired state police employees, bring your friends!


GREEN FEES – $35.00 for Pioneers and $45.00 for guests.  Includes cart and a light lunch. 

DIRECTIONS – I 74 EXIT AT SR 32, TURN RIGHT (EAST) TO CR 625 E, TURN LEFT (NORTH).  Course on the left between CR 300 N and CR 400 N.

RESERVATIONS – Please send your reservation with payment to Kelley Ford at 1415 Shelby St., Indpls. IN 46203 by

September 1st.  Checks payable to the Pioneers of the ISP.

Payment must be made prior to the event.  

PRIZES – The Pioneers of the Indiana State Police is subsidizing the prize fund.

Board of Directors Meeting Minutes

November 13, 2013

ISPA Headquarters, Indianapolis, IN


President Theodore Settle called the meeting to order at 6:00 PM.


Roll Call:

 Present were Vern Tincher, Bob Kirk, Dick Rice, Tom Cox, Bob Conley and Ted Settle were present. Fred Hays designated Ted Settle his proxy and John Mann designated Tom Cox his proxy. Wayne Flick and Kelley Ford also attended the meeting.

Secretary’s Report:

The Minutes of the meeting held on September 7, 2013 was presented and accepted by motion as written.

Treasurer’s report:

A fiscal year to date statement of transactions was presented to the Board.  The balance of all accounts is $11,502.39.  The report was approved by motion.

New Business:

Annual Meeting: President Settle and Wayne Flick will be investigating potential sites in central Indiana for the 2014 annual meeting.  The Board will be notified of their findings via e-mail, and endorse signing a contract with the most desirable site. The date of the annual meeting will be September 6, 2014.

A motion to approve a Christmas gift of $100.00 to Kelley Ford was approved by motion.  The Board is grateful for her assistance in administration of our organization.

Old Business:

There was a quality review and discussion of the 2013 annual meeting. It was suggested that in addition to posting names of deceased ISP retirees in the meeting program we post a memorial list.  It was suggested that a moment of silence be observed without reading the entire list, during the after dinner program.

Good of Order:

Vern Tincher suggested that future COLA Bill’s should address the pre-87 as well as 87 plan.  Wayne Flick reported that attempts to include the pre-87 had not been successful because the changes to the matrix are supposed to increase the amount of pensions for those in the pre-87 plan.  Suggestions to amend the program were discussed.

There was also a discussion about the insurance benefit for retirees.  Apparently current retirees benefit has not been increased to $20,000 as the authorization bill intended.  Wayne Flick graciously offered to discus this loophole with the Superintendent during an upcoming meeting.

Wayne also offered to author e-mail to retirees citing the activities supported by the Pioneers this past year.  These included:

  • Sponsoring the Banquet and Social for the annual meeting
  • Sponsoring the ISP Youth Camp
  • Sponsoring the Trooper Patrick Flag Fund
  • Purchasing gravesite Flags to be posted honoring members who died in the line of duty
  • Co-sponsoring the Superintendent’s luncheon with the Indiana State Police Alliance
  • Purchasing Flowers honoring Active Members of our Organization who pass away

 The meeting was adjourned by motion at 7:30 PM

Minutes of Annual Meeting

September 7, 2013

 President Ted Settle called the meeting to order at 3:09 PM.


General Business


Roll Call of the Board of Directors:  Present were Ted Settle, Bob Conley, Fred Hays, Bob Kirk, Tom Cox, Marty Stephens and Vern Tincher.  Director Bill Scott has deceased since the last meeting.

Secretary’s Report: The minutes of the 2012 Annual Meeting were presented to the members in attendance.  A motion was passed to receive the minutes of the 2012 Annual Board Meeting as written.

Treasurer’s Report: A spreadsheet covering all financial transactions from September 1, 2012 through August 31, 2013 was presented to the members in attendance.  The total assets were reported to be $14,679.25.

Audit Committee Report: Marty Stephens presented the Audit Committee report.  Vern Tincher assisted with the audit of the books.  He reported that a comprehensive review of the financial report and supporting documentation revealed no discrepancies.

Nominating Committee report: The three-year Board of Director terms of Robert Conley, Marty Stephens and Bill Scott have expired.  The nominees were Robert Conley, Jack Steele, John Mann, Jim White, and Wayne Flick.  A motion passed to close the nominations.  Ballots were passed out to members who were instructed to vote for no more than three candidates.

Superintendent Doug Carter introduced his wife Carol and addressed the assembly.  He proudly stated he is a second generation State Police Officer; his father Marvin Carter, Class of 64, worked out of Dunes Park.  Superintendent Carter briefly related his law enforcement background including his experience as a Trooper and Sheriff in Hamilton County.  He stated his commitment to leave if he loses his way, and his commitment to take care of employees and retirees.  He discussed the first 8 months of his tenure and commitment for the future and invited retirees to visit him in his office.  He told us that insurance benefits and retirees are a top priority.  He also stated that salaries for civilian employees need to be raised for them to pay for insurance under Obamacare.

Pension and Insurance Issues: Kenny Hines, Benefits Manager, addressed the assembly.  He stated he is here to help.  He explained the difference between a supplemental Medicare policy and our policy for employees on Medicare.  Medicare is the primary insurance; the ISP policy is the secondary insurance.   Retirees eligible for Medicare B are required to enroll and can convert to the less expensive version of our plan.  He discussed the reality of maintaining the vitality of the insurance fund.  The benefit of using a low cost prescription program was discussed.  The use of the retiree information section of the ISP web site was demonstrated.  This included reference to low cost prescription programs.

Plan design changes:  Some additional benefits are to be adopted.  Some include post surgery therapy, home health care and hospice.

Life Insurance:  Please keep the department informed.  Address changes and beneficiaries need to be up to date.  You may update files on line via the retiree section.

Captain Sorrels addressed the assembly.  Discussed increases in premiums due to the health care reform act.  He stated the proposed increases are weighted to active employees.  He spoke of dedication to improving services for both active and retired employees.  Recruit schools are planned to commence each July.  He stated that the pension plan is healthy.

Election Results: President Settle announced that Directors elected to a three-year term are Jack Steele, John Mann and Bob Conley.



New Business


Those present were urged to attend the 2014 Annual Meeting.  Fifty-year honorees from two recruit classes will be recognized.

There was an announcement pertaining to the Superintendent’s Retirees Luncheon which will be held on October 13, 2013.

Good of the Order


Jess Harris PE 400 was recognized. He presented some news accounts from Dunes Park and Bloody Twenty era for the review of those present.

There were no further comments or questions from the floor.


President Settle adjourned the meeting at 5:15 PM.
